Deletion is not destruction.
A common misconception is that deleting files, formatting a drive or using secure-erase software is sufficient to prevent data recovery. In practice, even factory-reset devices and formatted drives can yield recoverable data when subjected to forensic analysis. For organisations with a GDPR obligation, this is not an acceptable risk.
Physical destruction — shredding, crushing or disintegrating the storage medium — is the only method that makes data recovery impossible regardless of the tools used. For hard drives, SSDs, USB sticks and other storage media, physical destruction is the standard required to meet the GDPR security obligation and produce a certificate of destruction as documented evidence.
Similarly, ID cards, branded uniforms and printed materials with personal data present their own risks if not properly destroyed. Cards that are not destroyed can be used to gain unauthorised access. Uniforms that are donated or discarded without destruction can be used fraudulently. Printed materials with patient or personal data can expose that data if placed in general waste.
Data on a formatted hard drive can be recovered using freely available software tools. Only physical destruction guarantees the data cannot be recovered.
SSDs use wear-levelling algorithms that may retain data in sectors not overwritten by secure-erase software. Physical destruction is the most reliable method.
USB sticks are frequently forgotten in IT disposal exercises but often contain sensitive data. Small, portable and easy to misplace — physical destruction is the safest outcome.
Access control cards not destroyed by departing staff represent an ongoing physical security risk. Physical destruction removes that risk permanently with documented evidence.
